Dr. Rajiv Kumar, Vice Chairperson
Dr. Rajiv Kumar is a leading Indian economist and has recently been appointed, the Vice Chairman of NITI Aayog by the government of India. He is the author of several books on India’s economy and national security. His latest books are Modi & His Challenges (2016), Resurgent India: Ideas and Priorities (2015) and Exploding Aspirations: Unlocking India’s Future (2014). He is a widely recognized economic columnist and a leading speaker on issues in Indian political economy.
Presently, he is: (i) Founding Director of Pahle India Foundation (PIF), Delhi; (ii) Chancellor of the Gokhale Institute of Economics and Politics (A Deemed University, Pune). PIF, a non-profit think tank focuses on facilitating economic policy change based on objective and rigorous research.
He concurrently serves as: (i) Government of India nominated Independent Director on Central Board of the Reserve Bank of India; (ii) Member of the International Board of Management of King Abdullah Petroleum Studies and Research Center, Riyadh, chaired by the Saudi Arabia’s Minister of Petroleum and Energy; (iii) Director, Institute of Human Development, Delhi; (iv) Director, Giri Institute of Development Studies, Lucknow; (v) Independent Director on the Board of DHFL; and (vi) Member, Advisory Board of CISCO, India.
Shri Amitabh Kant, CEO
Shri Amitabh Kant is presently posted as CEO, NITI Aayog (National Institution for Transforming India). He was till recently Secretary, Department of Industrial Policy and Promotion (DIPP).
Amitabh Kant is a member of the Indian Administrative Service, IAS (Kerala Cadre: 1980 Batch). He is the author of “”Branding India – An Incredible Story”” and has been a key driver of “”Make in India””, Startup India, “”Incredible India”” and “”God’s Own Country”” campaigns which positioned and branded India and Kerala State as leading tourism destinations. These campaigns have won several international awards and embraced a host of activities – infrastructure development, product enhancement, private-public partnership and positioning and branding.
Amitabh Kant has worked as Chairman & CEO, Delhi-Mumbai Industrial Corporation, CMD – ITDC, Joint Secretary – Ministry of Tourism, Government of India, Secretary – Tourism, Government of Kerala, Managing Director, Kerala State Industrial Development Corporation, District Collector, Kozikhode and Managing Director, Matsyafed.
Amitabh Kant did his schooling from Modern School, Delhi, Graduation in Economics (Hons) from St. Stephens, Delhi University and M.A from Jawaharlal Nehru University. He is a Chevening Scholar.
Shri R. P. Gupta, Additional Secretary (Energy)
Shri R. P. Gupta is an IAS Officer of 1987 Batch of Gujarat cadre. He did B. Tech. from IIT, Kanpur in Aeronautical Engineering. Apart from working in the field assignments in earlier part of his career as District Development Officer, Municipal Commissioner, District Collector etc., he mainly worked in the field of education, land record and energy at the policy making levels. In every field, the focus was on streamlining the system and introduction of modern technology to make the system more people friendly and responsive to their needs.
In the area of land records, digitization of village maps and land parcels and synchronizing them with satellite imagery along with geo-stationery tagging was done. Resurvey of state of Gujarat using modern technology was also started this time.
In the field of education, he introduced completely transparent computerized system of teachers’ recruitment enabling the State to recruit tens of thousands of teachers purely on merit in a short period of one month. His other contribution was in conceptualizing and implementing an annual assessment of quality of education in about 35000 Government schools in the state of Gujarat in digitized format to compare schools, tehsils and districts across the State but also enabling improvement or deterioration over time and assessing teachers performance.
He worked in the Ministry of Coal for about two and a half years and in Energy Department in the State of Gujarat.He also worked as Secretary, Department of Food and Civil Supplies dealing with the Public Distribution System (PDS). In this capacity, apart from fully computerizing the PDS right from Fair Price Shop to State Government level, system of biometric authentication was implemented to eliminate the leakages.In this capacity he also dealt with LPG and Kerosene distribution through PDS as cooking and lighting fuel.
Presently, he is working as Additional Secretary in NITI Aayog and looking after Infrastructure-Energy, International Cooperation along with Health, Education in rural and urban sectors.
Shri Rajnath Ram, Joint Adviser (Petroleum & RE)
Shri Rajnath Ram is currently the Joint Adviser (Petroleum), Energy and International Cooperation Vertical at NITI Aayog, Government of India. He has been working on Government policy and program formulation related to Oil and Natural gas and Renewable Energy (excluding Large Hydro projects). He is leading the initiative of Energy Data Management, aims to create a robust energy data management system of international repute and is in charge of the initiative to set up an Energy Modelling Unit within the NITI Aayog.
In addition, he looks after the overseas engagements – Sustainable Growth Working Group, India-China Strategic Economic Dialogue, NITI-Aayog – DRC, PRC Dialogue, the Twinning program with Australia.
Mr. Ram has also worked as Joint Adviser (Infrastructure) in the Petroleum and Natural Gas Regulatory Board, heading the technical standard division wherein he was associated with the formulation of technical standards and specification including safety standards pipelines of petroleum and natural gas, city gas distribution networks and of Emergency Response and Disaster Management Plans (ERDMP) of Indian Oil & Gas Sectors and Onsite verification of ERDMP. Mr. Ram is a B.Tech in Petroleum Engineering from Indian School of Mines, Dhanbad and an MBA from Faculty of Management Studies (FMS), Delhi
Shri Surinder Singh Sur, Joint Adviser (Energy)
Shri Surinder Singh Sur is a member of the General Central Service of the Government of India (NITI Aayog). Shri Sur holds a Master of Engineering (Electrical Engineering) from Delhi College of Engineering – India, Master of Business Administration from University of Hull – the United Kingdom and MA (Public Policy & Sustainable Development) from TERI University – India. Shri Sur is a Certified Energy Auditor of the Bureau of Energy Efficiency, Ministry of Power – Government of India. He has undergone a six months Development Policies course on macroeconomics from International Development Centre of Japan, Japan (sponsored by Japan International Cooperation Agency, Japan).
Shri Surinder Singh Sur has more than 18 years’ experience in formulation of policies/ regulation in the development of power sector keeping in view efficiency in energy extraction, conversion, transportation, and utilization. He is working with NITI Aayog (former Planning Commission) since 1998. And presently discharging his duties as Joint Adviser (Energy). His duties include examination of policy issues related to Power Sector and Atomic Energy (Electricity Generation). His duties also include an examination of matters related to National Energy Policy, International Energy Agency (Energy), G20 (Energy) dialogues and development of GIS Based Energy Map for India.
Shri Harendra Kumar, Joint Adviser (Coal & Energy Efficiency)
Shri Harendra Kumar is currently working as Joint Adviser in (Energy & International Cooperation Vertical) at NITI Aayog, Government of India. He joined NITI Aayog (erstwhile Planning Commission) in Feb 1998.
In his 19 years of engagement with the Planning Commission/NITI Aayog, he has been involved in perspective planning for the coal sector by carrying out long and short terms demand projections for Five Year and Annual Plans. He has been actively associated with Ministry of Coal for policy formulations for the development of the Indian coal sector. He is also looking after work related to Energy Efficiency in Coordination with the Bureau of Energy Efficiency (BEE) and think-tanks with the objective of facilitating the penetration of Energy Efficiency programs in States for industries and buildings.
At present, Mr Kumar is coordinating the Joint study of NITI Aayog and Institute of Energy Economics, Japan (IEEJ) on study titled “Impact of High Penetration of Renewable Electricity on the Grid”, Demand of Gas/ LNG and Impact of Clean Coal Technology on overall energy scenario for both, India and Japan.
Mr. Kumar is M.Sc in Geology and holds a Master in Public Administration and Sustainable Development from TERI University.
Shri Avik Sarkar, OSD (Energy Modelling)
Dr. Avik Sarkar is in-charge of the Data Analytics Cell at NITI Aayog which provides big data and analytics insights across sectors like Direct Benefit Transfer, Healthcare/Nutrition, Agriculture, etc. for effective policy making. Dr. Sarkar is engaged with the Energy Vertical at NITI Aayog instrumental in the various long term planning of future energy needs of India through initiatives like energy sector modeling, energy data management.
Dr. Sarkar has over 15 years of experience across different aspects of data analytics, statistical modeling, data/text mining across companies like IBM, Accenture, Nokia, NASA, Persistent Systems, etc. In his last role at Accenture Consulting in Singapore, Dr. Sarkar contributed to various data and analytics related engagements with Singapore Government like efficient reporting and resolution of municipal issues, evaluation, and monitoring of secondary school education, improving operational efficiency in immigration and customs. While at IBM, Dr. Sarkar made significant contributions towards developing the Monte Carlo Simulation of SPSS and the Predictive Maintenance and Quality solution for the manufacturing sector. Dr. Sarkar holds a Ph.D. from the Open University, UK, Masters from Indian Institute of Technology (IIT) Bombay and Bachelors from Calcutta University. He has authored several technical publications and technology patents.
Shri R K Pradhan, Deputy Adviser
Shri RK Pradhan is the Deputy Adviser (Energy, Climate Change and Overseas Engagements), NITI Aayog where he works on the Electricity sectors.
Shri Manoj Kumar Upadhyay, Deputy Adviser
Shri Manoj Kumar Upadhyay is currently the Deputy Adviser (Energy & International Cooperation Vertical) at NITI Aayog, Government of India. He joined NITI Aayog (Erstwhile Planning Commission) in Oct, 2012.
He has been working on Government Policy & Regulation in Environmental Economics & Climate Change, Renewable Energy Generation, Conventional Energy Generation [Thermal (Coal & Gas), Hydro and Nuclear], Transmission & Distribution System, Allocation & Supply of Coal, Gas and Petroleum Products.
He is also looking after successful implementation of several schemes of Ministry of Power such as UDAY Scheme for financial improvement of DISCOMs, IPDS Scheme for power system infrastructure and Deen Dayal Upadhyay Gram Joyti Yojana for rural electrification.
Before joining NITI Aayog, Shri Upadhyay was working with the Ministry of Micro Small Medium Enterprises as Assistant Director (Industrial Management). He was instrumental in establishing the Techno-Managerial Consultancy to Micro, Small and Medium Enterprises. In addition, Mr. Upadhyay also worked with different private organizations on different capacities such as project manager etc.
Shri Upadhyay is B.Tech in Electrical Engg, MBA in Marketing & MA (Sociology) and a trained consultant in Environment Impact Assessment of projects, Project Management & Energy Conservation
Ms. Poonam Kapur, Economic Officer
Ms. Poonam Kapur is currently the Economic Officer (Energy & International Cooperation Vertical) at NITI Aayog, Government of India. She joined NITI Aayog (Erstwhile Planning Commission) in Nov 2007, as a Research Assistant in States Plan (South) Division.
She has been working on Government Policy & Regulation in Conventional Energy Generation [Thermal (Coal & Gas), Hydro and Nuclear], Transmission & Distribution System, compilation for the management of data bank in the power sector. The data bank includes entities like power sector installed capacity, peak demand & energy deficit, an average cost of supply, average revenue realised , gap between (ARR & ACS), AT&C losses , T & D losses, billing efficiency, collection efficiency, average tariff and commercial profits & losses of the utilities etc.
She is also looking after the successful implementation of several schemes of Ministry of Power such as UDAY Scheme for financial improvement of DISCOMs, IPDS Scheme for power system infrastructure and Deen Dayal Upadhyay Gram Jyoti Yojana for rural electrification.
She has done her B.A (H) in Economics and MA Economics as well as B.ed from Maharishi Dayanand University.
Ms. Simi Thambi, Young Professional
Simi Thambi is a Young Professional at Niti Aayog. She earned a Ph.D. in International Economics from Yokohama National University (YNU), Japan as a recipient of the Japanese government MEXT scholarship. Her broad area of interest is international trade and energy policy. Her past research has used input- output models and trade data to understand linkages in global and regional production network specifically regarding value added content of trade.
Before joining Niti Aayog, she was involved with key international organizations. She was a consultant with United Nations, New Delhi. She was also selected to intern with International Monetary Fund, Washington D.C. At Yokohama National University, she worked as a teaching assistant for the course ‘Planning and Energy Policy’ in the Joint Japan/ World Bank Graduate Program for Public Policy and Taxation.
At NITI Aayog, she is part of the integrated energy modeling unit that is using the MESSAGE model (Model for Energy Supply Strategy Alternatives and their General Environmental Impact) for medium to long-term energy system planning and analysis. This model provides a framework for developing scenarios of energy systems with all its interdependencies from resource extraction, imports and exports, conversion, transport, and distribution, to the provision of energy end-use services. This exercise will provide important answers for India’s future energy pathways and facilitate in setting the right leverages to ensure they are sustainable.
Shri Anurag Mishra, Young Professional
Anurag Mishra is a Young Professional at NITI Aayog. His areas of interest include sustainability, climate change, natural resources, oil and gas policy initiatives and energy modelling. After joining energy vertical, he has been looking after updation of in-house energy calculator – India Energy Security Scenario (IESS) and policy initiatives in hydrocarbon exploration and production sector of India. He has also been working on clean cooking initiatives and penetration of storage technologies and electric vehicles.
Prior to joining energy vertical, he worked with Natural Resources and Environment vertical, where he was looking after the project pertaining to holistic development of islands. He was involved in preparing portfolio of islands for the first phase short-listing, stakeholder consultation and engagements, and selection of consultants for the master planning of project. He also worked on appraisal of externally aided projects for north eastern states and participatory irrigation management in water sector.
Before joining NITI, Anurag worked for three years with Schlumberger Asia Services Limited in different roles for leading exploration and production companies. He was responsible for processing and analysis of subsurface logging data and running on-field operations in different offshore and onshore locations such as Gujarat, Rajasthan, Tripura and Krishna-Godavari offshore.
He earned his master degree in geosciences from Indian Institute of Technology, Roorkee and holds a bachelor degree in physics and geology from University of Allahabad.
Ms. Shafqat Mobarak, Young Professional
Shafqat Mobarak, a sassy Engineer (EEE), MBA (Energy and Petroleum) by training, a Young Professional at NITI Aayog by profession and a tinkerer at heart.
Presently, she is the Project Lead for India Energy Portal (IEP) and Energy Dashboards. While being the content developer for IEP website and ‘Knowledge Inititaives’ magazine, she also handles social media (twitter and Facebook accounts) of Energy and International Coordination Division (https://twitter.com/Energy_NITI). Projects on city gas distribution, energy data, renewables and energy efficiency keeps her busy.
She has also worked as the Assistant Consultant (Infrastructure Division) for Petroleum and Natural Gas Regulatory Board, a regulatory body focused on development and monitoring of downstream sector of oil and gas industry. In this role she has been involved in spanning of CGD networks in India through competitive bidding rounds, determining pipeline capacities of various stakeholders, reviewing technical audit reports, gas sales agreement and empanelment of the Third Party Inspection Agencies to carry out technical audit of Natural Gas Pipeline and CGD Installations and Certification of ERDMP document.
